Excise registration in India is a mandatory requirement for businesses involved in the manufacture, production, or storage of specific goods such as alcohol, tobacco, and petroleum products, which continue to attract excise duty despite the implementation of the Goods and Services Tax (GST). This process ensures legal compliance, transparent tax management, and operational legitimacy



Who Needs to Register?


  • Manufacturers/Producers of excisable goods.
  • Dealers or distributors of excisable goods (first and second stage dealers) who wish to issue CENVATable invoices.
  • Warehouse keepers storing non-duty paid goods in private warehouses.
  • Service providers in industries related to excisable goods, in some specific cases.
  • Exporters under rebate/bond procedures

The Registration Process

  • The process is primarily managed through the online Automation of Central Excise and Service Tax (ACES) portal, now integrated with the CBIC-GST system.
  • Determine Applicability: First, verify if your specific goods fall under the Central Excise Tariff Act, 1985.
  • Gather Documents: Collect all necessary documents, including business registration proof, PAN card, address proof of the premises, bank details, and details of the goods.
  • File Application: Submit the online application form (Form A1 for most manufacturers) on the www.aces.gov.in website to the jurisdictional excise officer.
  • Verification: The excise department will conduct a physical inspection (post-facto verification) of the manufacturing or storage premises.
  • Grant of Registration: Upon successful verification and approval, a 15-digit, PAN-based Excise Control Code (ECC) number and registration certificate are issued, typically within seven days of a completed application.
